This blessing is a combination of an ancient blessing to bless daughters like the Jewish matriarchs with the addition of the priestly blessing recited by Cohanim (originally the High Priests in the Temple). It has also been recited throughout the generations by parents while placing their hands on the heads of their children. It is a custom amongst many to bless this after Shabbat candle-lighting and just before singing "Shalom Aleichem", before Kiddush.
